Senior Vice President of Strategy, Talent Management, and Corporate Compliance
Tom Montanaro is the Senior Vice President of Strategy, Talent Management, and Corporate Compliance at Health Partners Plans. In this capacity, Mr. Montanaro manages all aspects of strategic initiatives and strategy management, with an intense focus on organizational readiness and strategy execution to achieve defined business outcomes. He works in partnership with executive leadership to define required capabilities, consider and approve investment governance priorities, evaluate organizational alignment, develop long and short-term strategic plans and ensure alignment of initiatives with organizational objectives. In addition, Mr. Montanaro leads the Human Resources and Learning and Development (Talent Management), Regulatory Compliance (Medicaid and CHIP) and Medicare Compliance departments. He ensures effective, efficient and compliant delivery of services and benefits to clients, staff and management. He provides guidance to the CEO in high-level planning and decision-making in partnership with other executive management team members.
An expert in leading complex corporate initiatives, Mr. Montanaro’s responsibilities over the past several years have included leading organizational teams in the pursuit of growth opportunities presented through state procurements and health care reform. Mr. Montanaro has helped lead an initiative to position HPP with the necessary human capital to support strategic goals. This initiative utilized a holistic approach to improving talent acquisition (needs identification, sourcing, assessment, hiring and onboarding functions), talent development (training and leadership development) and performance management.
Prior to joining Health Partners Plans, Mr. Montanaro served as a practice manager at IMA Consulting, Inc., a management and business consulting services company. Mr. Montanaro received a Bachelor of Science in education from West Chester University and a Master of Business Administration in Health and Medical Services Administration from Widener University. He resides with his wife and children in Wilmington, Delaware.
