Certifications for Small Businesses (SBs) and Small Diverse Businesses (SDBs)
HPP works with Pennsylvania-certified Small Businesses (SBs) and Small Diverse Businesses (SDBs). We feel so strongly about diverse business partnerships that we have exceeded our original commitment, working with SBs and SDBs at a level of more than 185 percent above our original promise. But we want to do more. That’s where you can help.
Pennsylvania’s Bureau of Diversity, Inclusion & Small Business Opportunities verifies businesses that self-certify as SBs and SDBs. In order to self-certify, the SB must meet these requirements:
- Be a for-profit, United States business
- Be independently owned
- May not be dominant in its field of operations
- May not employ more than 100 full-time equivalent employees
- May not exceed, by business type, the following three-year average gross sales:
- $7 million – building design services
- $20 million – procurement goods, procurement services, construction goods and services
- $25 million – information technology goods and services
A certified SB can go a step further and choose to be verified as an SDB. To qualify as an SDB, an SB must be one of the following:
- Verified minority-owned
- Service-disabled veteran owned
- LGBT Business Enterprise
Being certified as an SB or SDB can make businesses more easily identifiable to organizations seeking diverse partnerships. As a result, becoming certified as an SB or SDB presents a business benefit while helping grow local economies.

But the first step toward building these mutually beneficial relationships is certification.
