Brian K. Donovan Named Vice President of Network Management for Health Partners Plans
Philadelphia, PA — Health Partners Plans (HPP), a groundbreaking managed care organization, has named Brian K. Donovan its Vice President of Network Management. As a leading authority on value-based care programs, Donovan will report to Executive Vice President of Clinical Provider Management Denise Croce.
Donovan oversees HPP’s provider network for its Medicare, Medicaid and CHIP insurance plans. He ensures that each line of business maintains a comprehensive and high-performing provider network, including hospitals, physicians, specialists and allied health professionals. Donovan also develops strategic operational and tactical business plans for network management and establishes value-based contracting models. In addition, he supports all regulatory compliance and quality management programs and manages the credentialing and re-credentialing processes.
A seasoned health care executive, Donovan has an extensive background in commercial and government health insurance plans with expertise in designing and implementing value-based programs for large health care systems and physician groups. He also has significant experience in population health management, medical cost/risk management, managed care contracting and provider network design.
“One of my primary goals is expanding our Medicare Advantage plan’s physical health network across the commonwealth,” Donovan said. “This initiative will support the strategic growth of our award-winning managed care organization, allowing us to offer transformative health care to more Pennsylvanians.”

Prior to joining HPP, Donovan served as senior vice president of business development and payer relations for Saxton & Stump LLC, Lawyers and Consultants, in Lancaster. Also during his career, he has served as vice president of network development and contracting for Centene Corporation, Pennsylvania Health and Wellness, in Harrisburg. In addition, Donovan has held positions with Catholic Health Initiatives in Denver and Capital BlueCross in Harrisburg.
Donovan holds a Bachelor of Science in accounting from Pennsylvania State University and is certified in Accelerated Implementation Methodology, a change management strategy, from Implementation Management Associates. A resident of Shippensburg, Donovan is actively involved in local YMCA and church youth programs.
