Veronica Hill-Milbourne Joins Health Partners Plans as Vice President of Clinical Programs
Philadelphia, PA — Veronica Hill-Milbourne, RN, MS, JD, has joined Health Partners Plans (HPP) as vice president of clinical programs. In her role, Ms. Hill-Milbourne oversees the clinical operations, care coordination and case management for all lines of business within HPP. In addition, Ms. Hill-Milbourne is charged with overseeing and growing the clinical care management programs and supporting member specific needs to improve health outcomes. Ms. Hill-Milbourne is also a key contributor in HPP’s Population Health Improvement Collaborative. This mutually beneficial program allows health care leaders and community organizations to work together as they develop strategies to address the health care needs of HPP’s population.
Ms. Hill-Milbourne joins HPP with more than 30 years of experience in the health care industry. Her extensive background includes clinical program development, quality improvement, compliance and clinical operations management.

Prior to joining HPP, Ms. Hill-Milbourne served as the director of operations and corporate strategy support at Independence Blue Cross, where she led compliance initiatives, provided strategic analysis and ensured process improvement. She also managed teams responsible for health care quality management reporting, NCQA compliance standards, vendor management and process improvement.
Ms. Hill-Milbourne graduated from Temple University with a juris doctorate in law, Saint Joseph’s University with a master’s degree in health education and Villanova University with a bachelor’s degree in nursing. She is a registered nurse in Pennsylvania and currently resides in Ambler, Pennsylvania.
